The Montreal Protocol includes provisions for exempting the production and consumption of certain ozone depleting substances after the date of the phase-out otherwise required for those substances. Three broad sets of exemptions are for critical uses of methyl bromide, essential uses for all other chemicals controlled by the Montreal Protocol except for HCFCs and laboratory and analytical uses. In addition, under the Protocol, the amounts of methyl bromide used for quarantine and preshipment applications are not included in the calculated levels of consumption and production. Recognizing that methyl bromide use for quarantine and pre-shipment purposes is an important remaining use, the Meeting of the Parties requested for information from Parties on their national strategies and actions to reduce methyl bromide use for quarantine and pre-shipment purposes and related emissions.
